Pedal tractor

Have just registered onto the forum as we have just got ourselves a Tri-ang pedal tractor in need of restoration, the plan being to present it to our grandson on his forthcoming 2nd birthday. I’m not sure how you refer to it as a model but it must date from the late 60’s, 1970’s. I’ve got a couple of queries straight away. Did the crank drive both the wheels or just one? On one side of the crank we have a wheel that is not driven and metal bracket which the wheel fits onto on the driven side is missing on this side. Secondly, the steering wheel just spins on the steering column and the nut on the top of the column seems to have been welded on for some reason. The pressed steel fitting is present under the steering wheel but at the moment I fail to see how the steering column and steering wheel engaged with one another, assuming that something must be missing? Grateful for any advice.
